the issue is having your windows locked work around: uncheck the "lock windows when pinned" box in the "windows" section of the "general settings" part. it will still try to extend things but you can easily move them back since one of the corners...

allow the rorquel to fit "capital strip miners" which would required the industrial core to be active to get the bonous to mining amount, this would keep it out of high sec and most of low sec and allow 0.0 mining to be done more effectivly
